Municipal self-goverment in the town Nové Benátky during the reign of Francis Joseph I

This diploma thesis deals with the formation and development of self-government in the small Central Bohemian town of Nové Benátky during the reign of Francis Joseph I. The research focuses on the functioning of the municipal government on the background of the process of modernization (for example Democratization). The thesis wants to capture the everyday and the extraordinary challenges the self-government faced and how it tried to solve them. In relation to that, the town management and administration of communal property is analyzed. Attention is also paid to people who participated in the government and in how they are transformed into local elites. The thesis is trying to place this regional theme in the context where the self-government played a significant role in the Czech emancipation movement. The aim is mainly to analyze the work of self-governments on the background of societal changes.

AAbbssttrraakktt This diploma thesis deals with historical development of village Solopysky situated 12 kilometers from Kutná Hora in Central Bohemia. In the paper is reflected interwar period from 1918 to 1938 which brought a lot of turning points. There is described influence of those milestones on local inhabitants (e.g. establishment of first Czechoslovakia republic, Munich Agreement). Administrative area of this thesis is focused on mechanisms of operation, organization, structure, personnel management, power and municipal governments' activities. Attention is paid to the then legislation and its introduction into practice. The author tries to clarify tendencies of the municipal economy including municipal budget and dealing with the municipal property. Cultural area of this thesis is focused on school environment, activities of local associations and on the political activities including municipal elections. There is also mentioned description of daily life and atmosphere of the village according to the memories of the local old resident - Mr. Václav Sova. The aim of this thesis is confrontation of narrative sources with sources of the official provenance. Particularly thematic viewpoint was taken in consideration during writing this paper. The Property of Municipalities in Legislation and Internal Regulations

The aim of this bachelor thesis is to assess the quality of processing internal organisational directive which regulates management and dealing with property of selected municipality, to analyse its management and assess its status in relations of property rights. The thesis describes the distribution of competences in the field of property issues between the municipal authorities and the current internal directive about the property management. It analyses the composition of assets of the municipality by the vertical and horizontal analysis and specifies the most important composition of the property. The period 2011 to 2015 is monitored, data are obtained from the financial statements of the municipality. There is describe the using of municipal property through funded organizations and the participation in companies and voluntary unions of municipalities. There are also characterized the most common ways of acquisition of the assets of the municipality in the last five years. The ways of management control are described in conclusion of the thesis. After the comparison the scholarly literature with practice, it can be assumed that the current property law of municipalities is sufficient and well processed. Any ambiguity can the municipality solve by its internal organisational directive, which should be given due attention.
